Ph.D. in Molecular and Cellular Biology from The University of Texas at Austin. He previously served at The University of Texas Southwestern Medical Center and The James Cancer Hospital Research Center at The Ohio State University, before transitioning into industry and holding positions at Beckman Instruments Co., Feng Chi Instruments Co., and Media Cybernetics in the United States. He later joined the Development Center for Biotechnology and helped the Small and Medium Enterprise Administration, Ministry of Economic Affairs establish the Nangang Biotechnology Incubation Center, where he also served as Director. During this period, he participated in training programs including the Ministry of Economic Affairs Cross-Disciplinary Senior Talent Program, the American Pacific Law Academy Intellectual Property Program, the University of Washington School of Business Cross-Disciplinary Entrepreneurship Program, and the Peking University International Intellectual Property Research Center Technology Management Program. Combining expertise in biotechnology, technology management, and incubation, he has extensive experience in intellectual property transactions, technology valuation, and intangible asset assessment, and is committed to building an IP transaction mechanism. He currently serves as a review committee member for multiple government industry programs and as a mentorship advisor for startup development, driving the growth of the knowledge economy and technology markets.
